an airport may be shabby, but is the Tehran airport really dilapidated. dilapidated is rather extreme. maybe you mean "mean, despicable, contemptible, but what kind of sensibility holds a building, rather than its builders, in contempt? ron
no structure can be said to be "unimaginative," because, you know, structures are not conscious. They may be said to be "unimaginatively designed," or not, but that tells us very little about the actual features of the structure.
